NOTICE OF NATIONAL OPEN CALL FOR BIDS

WITH MINIMUM CAPACITY REQUIREMENTS N° 03/2026

           

The National Center of the Trade Register launches a national open call for bids with minimum capacity requirements concerning:

Lot No. 01: Acquisition of a backup solution (central site and recovery site).

Lot No. 02: Acquisition of a solution for managing accounting, fixed assets, petty cash fund, stocks  and human resources.

    

The tenderers who are interested by this call for bids and who fulfil the condition mentioned below, are invited now to withdraw the specifications, against the payment of five thousand dinars (5000,00 DA), non-reimbursable, at:

Accompanied by the following documents:

- Copy of trade register;

- Copy of the identity document of the person who withdraws the specifications;

- Power of attorney to withdraw the specifications on behalf of the person mandated to    withdraw it.

The conditions for eligibility are as follows:

Professional capacity:

• Only tenderers having an approval and technical expertise ( Lot 01  the backup solution) or a partnership certificate with the CV of a certified expert, may tender in the framework of this call for bids.

   Technical capacities:

•  The tenderers must have executed a three (03) projects similar to the subject of the call for bids, supported by proofs (certificate of satisfactory execution or report of final receipt without reservation).

 Financial capacities:

• Accounting balance sheets indicating the different financial results for the three  (03) last years preceding the year of this bid, certified by an auditor( if need be)  and banking references.

The tenders must contain the following documents:

1. Envelope 01 :The application file contains:

• Application declaration;
• Probity declaration;
• Copy of statutes and/or amendments for companies, if need be; 
• Power of the signatory with the legal proofs entitling him to present the tender and to execute the contract on behalf of the company that he represents; 
•  All documents required for the qualification of the tenderer ( approval, partnership), if need be;  
• Technical fact sheet of the solutions, supported by all necessary documentation or prospectus ;
• List of human resources to be mobilized in the framework of the project, the guarantee and after-sales service, with proofs of diplomas and CVs of  the participants  , supported by a valid global or individual contribution declaration into the National Fund of Employees Social Insurance “CNAS”:

• Professional references supported by proofs (certificate of satisfactory execution or report of final receipt without reservation…);
• Copies of accounting balance sheets and their annexes indicating the different financial results for the three (03) last years preceding the year of this tender, certified by an auditor;  
• Banking references;

2 . Envelope 02: The technical tender contains:

• Subscribe declaration;
• Specifications bearing the mention “read and agreed “signed and initialed  by the tenderer,  annexed by its technical specifications.;
• Fixing the  delivery and warranty periods;  

All documents must be valid, otherwise they will not be considered during the evaluation.

3 . Envelope 03 : The financial tender contains:

• Letter of submission;

• List of unit prices;
• Detailed quantitive estimates;
• General summary.

The application file and the technical and financial tenders must be inserted in three distinguished envelopes.

The three envelopes (application file+ technical tender+ financial tender) must be  inserted in an anonymous envelope bearing the purpose of call for bids  and containing the mention “To be opened only by the committee of opening envelopes and evaluating tenders”, with the address of the contracting service.

 The tenders must be established and presented in accordance with requirements of the specifications.

 The period of tenders  preparation is fixed at thirty (30) days starting from the date of the first publication of this call for bids in the newspapers or in the BOMOP.

 The deadline for filing of tenders is the last day of tenders’ preparation period before 13h: 00 at the CNRC General Directorate (sub-directorate of projects).

If this day falls on public holiday or on rest day, the tender preparation period is extended until the next working day.

The tenderers will remain committed by their tenders during one hundred and twenty (120) days (90 days + 30 days corresponding to the tenders’ preparation period).

The tenderers are invited to attend the public session of tenders opening, which will be held at the deadline of tenders filing at 13:00 at the CNRC headquarters.

NOTICE OF PROVISIONAL CONTRACT AWARD

According to the provisions of the article 65 of the presidential decree n°15-247 dated September 16^th, 2015 regulating public procurement and public service delegations, the National Center of the Trade Register (CNRC) informs all the tenderers who have participated in the national open call for bids  with minimum capacity requirements  n°05/2025, published in the national newspapers: El Moudjahid, Echaab on 24/09/2025 and in the Official Bulletin of Public Procurement Operator (BOMOP) on 28/09/2025, concerning the  renewal of the Oracle technical Support of the type  « Production Support and Subscription » for a period of two  (02) years.

That after the evaluation of  technical and financial tenders by the committee of opening envelopes and evaluating tenders, the contract has been provisionally awarded to the following tenderer :

According to the article 82 paragraphs 03 and 04 of the presidential decree n°15-247 dated September 16^th, 2015 regulating public procurement and public service delegations:

• The tenderers contesting the choice made by the contracting service may submit an appeal to the Procurement Commission of the Center, within ten (10) days from the date of the first publication of this notice of provisional contract award.

• The tenderers wishing to be informed about the detailed results of the evaluation of their applications, technical and financial tenders, are invited to contact the CNRC services, not later than three (03) days from the date of the first publication of this notice.

In accordance with the provisions of the law n° 23-12 on 05 august  2023 fixing the general rules of public contracts and the presidential decree n°15-247 on 16 September 2015 regulating public procurement and public service delegations and the CNRC manual of appropriate procedures in matter of placing orders. The National Center of the Trade Register informs all tenderers who have participated in the consultation n°03/ SDM/2025 relating to the purchase and the delivery on site of raw materials and consumables for the needs of the CNRC headquarters printing unit.:
