The Official Bulletin of Legal Announcements constitutes a data medium containing the publication of all the information emanating from notaries as well as the information in relation with the various inscriptions mentioned on the trade register.

The publication of these information is obligatory in compliance with: the provisions of the Order n° 75-59 of September 26th, 1975 modified and completed, relating to the commercial code, of the Law n°04-08 of august 14th, 2004 modified and completed relating to the conditions of carrying out commercial activities and of the Executive Decree n° 92-70 of February 18th, 1992 relating to the Official Bulletin of Legal Announcements, all these provisions imposed on natural persons or legal entities to carry out the publication of official and useful information in order to make this information available for economic operators and third party.

The Official Bulletin of Legal Announcements (BOAL), created in 1965, conveyed information relating to one of these forms:

• Filing of company's contracts;
• Sale or lease management of business assets;
• Inscriptions in the Trade Register (registration, alteration, deregistration);
• Deliberation of General Assembly of Shareholders (case of joint stock company).

The inscription in the Trade Register gives rise obligatory to carry out the legal publication. This inscription will be valid, with regard to third party, only one clear day after its publication (article 13 of the Law n°04-08 of August 14th, 2004, modified and completed, relating to the conditions of carrying out commercial activities).

It is important to point out that legal publicity is expanded to include the following fields:

• Pledges;
• Accounts and financial announcements;
• Powers of administration or management authorities;
• Judicial decision of amicable liquidations or bankruptcies;
• Measures stipulating the interdiction or forfeiture of carrying out a trade (article 12 of the Law n°04-08 of august 14th, 2004 modified and completed, relating to the conditions of carrying out commercial activities).

Finally, the advent of the Law n°04-08 cited above, has emphasized the obligation for all natural persons or legal entities to accomplish legal publicity procedures, through its article n° 35 which stipulated that "Failure to carry out the publicity in the Official Bulletin of Legal Announcements is punished by the payment of fine between 30.000,00 DA and 300.000,00 DA".

• Filing three copies ( including the original) of contracts in the two languages Arabic and French at the CNRC Local Offices;
• Payment of publication fees ;
• Issuance to the economic operator of one of the three copies, appending a damp seal of CNRC and specify the publication in the BOAL;
• Sending the BOAL to the economic operator.

The subscription to the Official Bulletin of Legal Announcements takes effect from 1 April of the current year till 31 march of the following year.

For this purpose, a subscription form is available for clients who have to fulfill and sign it duly.

The subscription gives the right to send to the subscribers, per week, bulletins published in the two languages.
