NOTICE OF NATIONAL  RESTRICTED ARCHITECTURE COMPETITION N°05/2026

The National Center of the Trade Register launches a national restricted competition for prime contracting:

 “Studies and monitoring  of the construction works for the headquarters and the on-call accommodation of the CNRC local office of the wilaya of Sidi Bel Abbes”

This competition is intended for engineering offices meeting the following eligibility conditions:

1. Professional capacity:

For licensed Architects: registered on the national table of the order of architects and having a valid practice authorization.

For the public engineering offices: Have at least one salaried architect registered with the national register of the order of architects in possession of the valid approval and statutes of public economic company   for the engineering office or a decree of creation or a trade register, if need be.

2. Technical capacities: Having provided prime contracting (studies and monitoring) for a project of category B or more, justified by certificates of satisfactory execution or final reception minutes issued by a public contracting authority.
3. Financial capacities:  Having achieved an average turnover more than or equals to 3.000.000, 00 DA during the last three (03) years.

The group of technical engineering offices is not concerned by this competition.

The tenderers who are interested by this call for bids and, can now withdraw the specifications, against the payment of four thousand dinars (4000,00 DA), non-reimbursable, at:

The candidates must first submit their “application files” accompanied by all required documents mentioned in the specifications, inserted in an anonymous closed envelope containing the following mentions:

The application file contains the following documents:

• Application declaration( according to the attached model, duly filled, dated, sealed and  signed by the tenderer);

•  Probity declaration ( according to the attached model, duly filled, dated, sealed and  signed by the tenderer);
• Copy of companies statutes ( creation and amendments, if need be);
• Documents relating to the powers authorizing persons to bind the company ;
• Professional capacity:

valid certificate of registration on the national order of architects issued by the competent authority for licensed Architects or the statutes of public economic company   for the engineering office or a decree of creation or a trade register, if need be. (Failure to provide supporting documents: tender rejected);

• Financial capacities :balance sheets or turnover declaration for the flat-rate tax regime  (Single Flat Tax  ) for the three  (03) last years, endorsed by tax services or auditor and bank references;
• Technical capacities :

• The list of human resources must be supported by all documents duly endorsed by National Fund of employees social insurance CNAS or National Fund of non-salaried social security CASNOS services (declarations, list of affiliation files or affiliation certificates submission (for CASNOS or CNAS for employees declared to CNAS), as well as their diplomas and CVs;

• The material means justified by any document (purchases invoices, expertise or certified report  established by a bailiff or a notary, a vehicle registration certificate accompanied by valid insurance contract, leasing or rental agreement );
•   Professional references with proofs (certificate of satisfactory execution, and/or final receipt report issued by contracting authority), indicating the category of the realized projects;

The details of these documents are carefully reproduced in the specifications (article 13).

The period of “the application file” preparation is fixed at fifteen (15) days, from the date of the first publication of the competition notice in the written newspapers, electronic newspapers, the BOMOP or the CNRC electronic portal “Sidjilcom”.

The deadline for filing of “the application file” will be on the last day of tenders preparation period, at 13h:00  at the CNRC general directorate ( sub-directorate of projects, office N° 20).

If this day falls on public holiday or on rest day, the tenders’ preparation period is extended until the next working day.

Any tender received by the contracting authority after the date and time of opening envelopes, shall be rejected.

The tenderers are invited to attend the public session of the application files opening, which will be held at the deadline of tenders filing at 13: 00 at the CNRC headquarters.
