NOTICE OF NATIONAL OPEN CALL FOR BIDS WITH MINIMUM CAPACITY REQUIREMENTS N° 04/2025

The National Center of the Trade Register launches a national open call for bids with minimum capacity requirements for: Construction works of the CNRC local office of the Wilaya of Tizi Ouzou. 

The tenderers must meet the following minimum capacity requirements:

 

  • Technical capacities: the tenderers must have executed a similar project (construction) where the amount of the works exceeds or is equivalent to 120.000.000,00 DA, justified by certificate of satisfactory execution, report of definitive or  provisional receipt issued by the contracting authority.
  • Professional capacities: A valid certificate of professional qualification and classification in the field of "the building as a primary or secondary activity", of category (04) or more.
  • Financial capacities: The tenderers who have achieved an average turnover during the last three (03) years (2022 - 2023 - 2024) exceeding  or equal to 80.000.000,00 DA.

 The tenderers who are interested by this call for bids are invited now to withdraw the specifications, against the payment of four thousand dinars (4 000,00 DA), non-reimbursable, at:

The tenders must be accompanied by the following documents:

- Application file that contains:

  • Application declaration (according to the attached model,  duly filled, dated, sealed and signed by the tenderer);
  • Probity declaration (according to the attached model, duly filled, dated, sealed and signed by the tenderer);
  • The minutes of the site visit;
  • Copy of company’s statutes and/or amendments, if need be; 
  • Documents relating to the enabling powers for persons to engage  the company;
  • Professional capacities: a valid  certificate of  professional qualification and classification (the tender is rejected if the certificate is not filed);
  • Banking references;
  • Technical capacities:
  • The list of human resources must be justified by any document duly endorsed by the National Social Inssurance for Employees “CNAS” or the  National Social Insurance Fund for Non-Employees “CASNOS”  services (declarations,  list of the filed affiliation files or the certificates of affiliation of employees to the    “CASNOS” or  the “CNAS” for the employees declared to “CNAS”), as well as their diplomas and CV.
  • Material means must be justified by any supporting document (purchase invoices, expertise or  certified report estblished by a court bailiff or a deed drawn up by a notary, vehicle registration document accompanied by valid inssurance contracts, leasing contracts or rental contract).
  • Professional references supported by proofs (certificates of satisfactory execution, and/or report of provisional receipt (or definitive) issued by the contracting authority.

 - Technical Tender that contains:

  •  Subscribe declaration (according to the attached model, duly filled, dated, sealed and signed by the tenderer);
  • Explanatory technical Brief;
  • The specifications bearing at the last page the mention “read and agreed” signed and initialed by the tenderer, annexed by its technical specification with precision of realization period;

Explanatory technical brief including detailed description of the proposed methodology and work plan for carrying out the mission, as follows:

  • Working methodology to implement for ensuring the respect of quality and execution  period;
  • Detailed planning  of  the execution of services and the task scheduling;
  • Organizational chart, curricula vitae and qualifications of the response team engaged in the framework of the project;
  • Measures taken by the tenderer in order to respect the specifications requirements ;
  • Difficulties that may be encountered during the execution of the services;
  • Human and material resources employed in order to the execution of  the services;
  • Description of the alternatives, if need be.

-   Financial tender (including all taxes) that contains:

  • Submission letter (according to the attached model, duly filled, dated, sealed and signed by the tenderer);
  • List of unit prices;
  • General summary.

The application file and the technical and financial tenders must be inserted in distinguished  and sealed envelopes bearing the name of the company, the reference and the  purpose of call for bids  and the following mentions “Application file”, “Technical tender” or  “Financial tender”, as the case may be.

These envelopes are inserted in a sealed and anonymous envelope bearing the mention “To be opened only by the committee of opening envelopes and evaluating tenders”, call for bids n°04/2025 and the purpose of the call for bids.

 

The tenders must be established and presented in accordance with requirements of the specifications.

 

The period of tenders’ preparation is fixed at thirty (30) days starting from the date of the first publication of this call for bids in the newspapers or in the BOMOP.

 

The deadline for filing of tenders is the last day of tenders’ preparation period before 13h: 00mn at the CNRC General Directorate (sub-directorate of projects).

If this day falls on public holiday or on rest day, the tenders’ preparation period is extended until the next working day.

The tenderers will remain committed by their tenders during one hundred and twenty (120) days (90 days + 30 days corresponding to the tenders’ preparation period).

The tenderers are invited to attend the public session of tenders opening, which will be held at the deadline of tenders filing at 13h: 00mn at the CNRC headquarters.
