NOTICE OF NATIONAL OPEN CALL FOR BIDS

WITH MINIMUM CAPACITY REQUIREMENTS N° 02/2026

              

The National Center of the Trade Register launches a national open call for bids with minimum capacity requirements concerning:

Lot 01: Acquisition of four (04) sedan vehicles, air-conditioned, gasoline-powered,  from 150 to 220 horsepower.

Lot 02: Acquisition of eight (08) sedan vehicles or Sport Utility Vehicles (SUVs), air-conditioned, gasoline-powered, from 121 to 149 horsepower.

Lot 03: Acquisition of eleven (11) sedan vehicles, Sport Utility Vehicles (SUVs), or “Combi” fitted with windows, air-conditioned, gasoline-powered, from 90 to 120 horsepower.

Lot 04: Acquisition of four (04) minibuses, air-conditioned, diesel-powered, with a seating capacity ranging from 24 to 30 seats.

Only manufacturers, dealers and authorized agents (new vehicle distributors under a signed contract with a concessionnaire) interested by this call for bids can  now tender ,within the frame of this call for bids, and are invited to withdraw the specifications, against the payment of five thousand dinars (5000 DA), non-reimbursable, at :

Accompanied by the following documents:

- Copy of trade register;

- Copy of the identity document of the person who withdraws the specifications;

- Power of attorney to withdraw the specifications on behalf of the person mandated to    withdraw it.

 

The tenders must contain the following documents:

  1. Envelope 01: The application file contains:
  • Application declaration;
  • Probity declaration;
  • Copy of the electronic trade register;
  • Copy of statute for companies, if need be; 
  • Power of the signatory;
  • Professional capacities of the tenderer, if need be ;
  • Certificate of algerian origin ( The Algerian Chamber of Commerce and Industry « CACI » / Chamber of Commerce and Industry « CCI ») ;
  • Technical specifications of the vehicules proposed, accompagned by detailed and illustrated  prospectus ;
  • Technical capacities of tenderer, the list of the qualified human resources proposed in the framework of the guarantee and after-sales service);
  • Layout plan of the after-sales service and maintenance structures;
  • Accounting balance sheets for the three  (03) last years, if need be; 
  • Banking references.

2 . Envelope 02: The technical tender contains:

  • Subscribe declaration ;
  • Specifications bearing the mention “read and agreed “signed, sealed and initialed  by the tenderer;
  • The delivery and warranty period must be fixed either in the specifications or  in  the  commitment letter.

NB: All documents must be valid.

The details of these documents are carefully reproduced in the specifications (article 10).

 

3 . Envelope 03 : The financial tender contains:

  • Letter of submission;
  • List of unit prices;
  • Detailed quantitive estimates;
  • General summary.

 

The application file and the technical and financial tenders must be inserted in three distinguished envelopes.

The three envelopes (application file+ technical tender+ financial tender) must be  inserted in an anonymous envelope bearing the purpose of call for bids  and containing the mention “To be opened only by the committee of opening envelopes and evaluating tenders”, with the address of the contracting service.

 

The tenders must be established and presented in accordance with requirements of the specifications.

 

The period of tender’s preparation is fixed at thirty (30) days starting from the date of the first publication of this call for bids in the newspapers or in the BOMOP.

 

The deadline for filing of tenders is the last day of tenders’ preparation period before 13h: 00 at the CNRC General Directorate (sub-directorate of projects).

If this day falls on public holiday or on rest day, the tender preparation period is extended until the next working day.

The tenderers will remain committed by their tenders during one hundred and twenty (120) days (90 days + 30 days corresponding to the tenders’ preparation period).

The tenderers are invited to attend the public session of tenders opening, which will be held at the deadline of tenders filing at 13:00 at the CNRC headquarters.
