Le Centre National du Registre du Commerce lance un avis d’appel d’offres national ouvert avec exigence de capacités minimales pour : Travaux de réalisation du siège et du logement d’astreinte de l’Antenne ocale Du CNRC De La Wilaya De Annaba.

Le présent avis d’appel d’offres national avec exigences de capacités minimales est adressé aux entreprises agissant seuls et non pas en groupement momentané d’entreprises, répondant aux conditions d'éligibilités suivantes :

1. 1. Capacités techniques : Ayant réalisé un projet similaire (construction) d’un montant supérieur ou égal à 120 000 000,00 DA TTC, justifiées par les attestations de bonne exécution ou des procès-verbaux de réception définitive ou provisoire       (procès-verbaux de levé des réserves le cas échéant), délivrés par un maître d’ouvrage public.

1. 2. Capacités professionnelles : Certificat de qualification et de classification professionnelles dans le domaine des travaux « Bâtiment activité principale ou secondaire », de catégorie (04) ou plus, en cours de validité.

1. 3. Capacités financière : Ayant réalisé un chiffre d'affaire moyen durant les trois dernières années supérieur ou égal à 80.000.000,00 DA.

Le dossier de soumission doit comporter ce qui suit :

1. Le dossier de candidature qui contient :

• Bilans ou déclaration du chiffre d’affaire pour le régime d’impôt forfaitaire (IFU) des trois dernières années visées par les services des impôts ou par un commissaire aux comptes, le cas échéant C20 ;
• Références bancaires.

• Capacités techniques :

• La liste des moyens humains justifiée par toute pièce dûment visée par les services de la CNAS ou CASNOS (déclarations, bordereaux de dépôts des dossiers d’affiliation ou attestation d’affiliation CASNOS, CNAS et CACOBATPH des employés déclarés), ainsi que leurs diplôme et CV.
• Les moyens matériels justifiés par tout document probant (des factures d’achat, expertise ou un PV de constat établi par un huissier de justice ou un acte établi par un notaire, cartes grises accompagnées des contrats d’assurances en cours de validité, contrat de leasing ou contrat de location).
• Références professionnelles justifiées par les attestations de bonne exécution ou des procès-verbaux de réception définitive ou provisoire (procès-verbaux de levé des réserves le cas échéant) délivrés par un maître d’ouvrage public.

2. L’offre technique qui contient :

• Une déclaration à souscrire (selon le modèle ci-joint, dument remplie, datée, cachetée et signée par le soumissionnaire) ;
• Le mémoire technique justificatif (selon le modèle ci-joint, dument remplie, datée, cachetée et signée par le soumissionnaire), répondant aux points suivants :

• Profil Général de l’entreprise.
• La méthodologie d’exécutions des travaux pour assurer le respect de la qualité et les délais d’exécution, justifiée par un planning détaillé d’exécution des prestations et ordonnancements des taches ;
• Moyens matériels mis à la disposition du projet avec les pièces justificatives (des factures d’achat, expertise ou un PV de constat établi par un huissier de justice ou un acte établi par un notaire, cartes grises accompagnés des contrats d’assurances en cours de validité, contrat de leasing ou contrat de location).
• Moyens humains mis à la disposition du projet avec les pièces justificatives dûment visées par les services de la CNAS, CASNOS et CACOBATPH (déclarations, bordereaux de dépôts des dossiers d’affiliation ou attestation d’affiliation CNAS, CASNOS et CACOBATPH des employés déclarés), ainsi que leurs diplôme et CV

• Le présent cahier des charges qui porte à la dernière page la mention « lu et accepté » signé et paraphé par le soumissionnaire annexé de ses spécifications techniques.

3. L’offre financière (en TTC) comprendra :

• Une lettre de soumission (selon le modèle ci-joint, dument remplie, datée, cachetée et signée par le soumissionnaire).
• Le bordereau des prix unitaires.
• Le détail quantitatif et estimatif.
• Récapitulation Générale.

Le dossier de candidature, l’offre technique et l’offre financière sont insérés dans des enveloppes séparées et cachetées, indiquant la dénomination de l’entreprise, la référence et l’objet de l’appel d’offres ainsi que la mention « dossier de candidature », « offre technique » ou « offre financière», selon le cas.

Ces enveloppes sont mises dans une autre enveloppe cachetée et anonyme, comportant la mention « à n’ouvrir que par la commission d’ouverture des plis et d’évaluation des offres » appel d’offres n° 04/2026 et l’objet de l’appel d’offres.

Les offres doivent être établies et présentées selon les prescriptions du cahier des charges.

La durée de préparation des offres est de Trente (30) jours à compter de la 1^ère publication de l’avis d’appel d’offres dans la presse ou le BOMOP.

La date limite du dépôt des offres aura lieu le jour correspondant au dernier jour de la durée de la préparation des offres au plus tard 13h00 mn, au niveau de la Direction Générale du CNRC (Sous-Direction des Projets).

Si ce jour coïncide avec un jour férié ou un jour de repos légal, la durée de préparation des offres est prorogée jusqu’au jour ouvrable suivant

Les soumissionnaires resteront engagés par leurs offres pendant cent vingt jours (120) jours (90 jours + 30 jours délai de préparation des offres).

 

Les soumissionnaires sont invités à assister à la séance d’ouverture publique des offres, qui aura lieu le jour de la date limite de dépôt des offres à 13 h 00 mn au siège du CNRC.

Lot No. 01: Acquisition of a backup solution (central site and recovery site).

Lot No. 02: Acquisition of a solution for managing accounting, fixed assets, petty cash fund, stocks  and human resources.

The conditions for eligibility are as follows:

Professional capacity:

• Only tenderers having an approval and technical expertise ( Lot 01  the backup solution) or a partnership certificate with the CV of a certified expert, may tender in the framework of this call for bids.

   Technical capacities:

•  The tenderers must have executed a three (03) projects similar to the subject of the call for bids, supported by proofs (certificate of satisfactory execution or report of final receipt without reservation).

 Financial capacities:

• Accounting balance sheets indicating the different financial results for the three  (03) last years preceding the year of this bid, certified by an auditor( if need be)  and banking references.

The tenders must contain the following documents:

1. Envelope 01 :The application file contains:

• Application declaration;
• Probity declaration;
• Copy of statutes and/or amendments for companies, if need be; 
• Power of the signatory with the legal proofs entitling him to present the tender and to execute the contract on behalf of the company that he represents; 
•  All documents required for the qualification of the tenderer ( approval, partnership), if need be;  
• Technical fact sheet of the solutions, supported by all necessary documentation or prospectus ;
• List of human resources to be mobilized in the framework of the project, the guarantee and after-sales service, with proofs of diplomas and CVs of  the participants  , supported by a valid global or individual contribution declaration into the National Fund of Employees Social Insurance “CNAS”:

• Professional references supported by proofs (certificate of satisfactory execution or report of final receipt without reservation…);
• Copies of accounting balance sheets and their annexes indicating the different financial results for the three (03) last years preceding the year of this tender, certified by an auditor;  
• Banking references;

2 . Envelope 02: The technical tender contains:

• Subscribe declaration;
• Specifications bearing the mention “read and agreed “signed and initialed  by the tenderer,  annexed by its technical specifications.;
• Fixing the  delivery and warranty periods;  

All documents must be valid, otherwise they will not be considered during the evaluation.

3 . Envelope 03 : The financial tender contains:

• Letter of submission;

• List of unit prices;
• Detailed quantitive estimates;
• General summary.

The application file and the technical and financial tenders must be inserted in three distinguished envelopes.

The three envelopes (application file+ technical tender+ financial tender) must be  inserted in an anonymous envelope bearing the purpose of call for bids  and containing the mention “To be opened only by the committee of opening envelopes and evaluating tenders”, with the address of the contracting service.

 The tenders must be established and presented in accordance with requirements of the specifications.

 The period of tenders  preparation is fixed at thirty (30) days starting from the date of the first publication of this call for bids in the newspapers or in the BOMOP.

 The deadline for filing of tenders is the last day of tenders’ preparation period before 13h: 00 at the CNRC General Directorate (sub-directorate of projects).

If this day falls on public holiday or on rest day, the tender preparation period is extended until the next working day.

The tenderers will remain committed by their tenders during one hundred and twenty (120) days (90 days + 30 days corresponding to the tenders’ preparation period).

The tenderers are invited to attend the public session of tenders opening, which will be held at the deadline of tenders filing at 13:00 at the CNRC headquarters.
